For each ascendant there are some planets which acts as benefic and some others acts as malefic. Even most benefic planets like jupiter, mercury, waxing moon may act as malefic for particular ascendant. Thats why natural benefic planets cannot be considered benefics for all. Malefic planets Sun Mars Saturn can give positive results for particular ascendant. But Rahu and Ketu behaves as functional malefics for all ascendants.
Functional malefic planets means those planets who have its moolatrikona sign in trik houses (6,8,12). Functional benefic planets are those planets who have the rulership of the trikona houses and their moolatrikona sign not in trik houses. Planets which are friendly to ascendant should also be considered as Benfic. Ascendant lord usually behave as the most benefic plant in the birth chart and thats the reason Mars and Venus not considered malefic to Scorpoio and Taurus ascendant.
